National Manager People, Finance & Operations
Purpose of the position
Reporting to the Chief Operating Officer, the National Manager People, Finance & Operations provides strategic leadership, high-level decision-making and management of operations to ensure AFSA achieves its outcome and fulfils its obligations under legislation. You will be responsible for leading the division to achieve a high level of integration and alignment across AFSA’s operations having regard to best practice, and robust corporate governance.
You will represent AFSA in relevant forums and in dealings with other government departments and external stakeholders; build and nurture sustainable stakeholder relationships within the agency, across the APS and with external parties to achieve desired outcomes.
As a member of the Executive Leadership team, this role identifies, develops and communicates strategic direction in alignment with the agency’s outcome and program structure, whole-of-government requirements, and future capability considerations.
Key accountabilities
The National Manager People, Finance & Operations provides high-level strategic advice, leading a diverse and geographically dispersed division providing financial, human resources and other corporate services to support the effective running of the agency.
Finance
• Be accountable for AFSA’s Finance function, leading the CFO and their team, ensuring AFSA fulfils its statutory obligations as a non-corporate entity under the Public Governance, Performance and Accountability Act 2013 with a focus on best practice financial intelligence and reporting, business engagement and partnering functions, and compliance with statutory obligations.
• Provide high-level financial advice and expertise for AFSA and the Official Trustee, ensure compliance with relevant financial legislation and sign off AFSA’s annual Financial Statements.
• Manage the Cost Recovery Implementation Statements process for Insolvency and Personal Property Securities.
People
• Lead AFSA’s People function by aligning operations to strategy to deliver objectives agreed by the Executive Committee.
• Lead through best practice people management to ensure legislative compliance, human capital planning and delivery of human resource services.
• Build a highly skilled, engaged and adaptable workforce operating in a dynamic and professional working environment.
• As an officer under the Workplace Health and Safety Act 2011, ensure the resources and systems of AFSA comply with relevant requirements. Take reasonable steps to acquire and keep up-to-date knowledge of workplace health and safety matters.
Security and Property
• Lead and manage the Property, Operations and Site Leadership functions with a view to ensuring value for money and cultural alignment.
• Provide commercial services including contract management, procurement, property as well as agency security in accordance with the Protective Security Policy Framework
• Identify and implement opportunities for innovation to improve and modernise service delivery.
Procurement
• Lead the Procurement and Contract Management function for the agency including assurance, liaising with the governance structure and driving efficiency and improvement in the process.
Key Challenges
• Modernise AFSA’s People function including recruitment, HR and payroll to provide contemporary, timely and responsive support to the agency.
• Uplift AFSA’s finance capability to implement and maintain appropriate cost recovery charges and meet the needs of the agency.

Qualifications and experience
Significant experience managing the statutory obligations of a non-corporate entity under the Public Governance, Performance and Accountability Act 2013, with a focus on best practice financial intelligence and reporting, business engagement and partnering functions, and compliance with statutory obligations including the management of appropriation through the treasury and external budget process.
• Extensive executive-level management experience, ideally within government sector.
• Demonstrated strategic policy development experience and proven competence in operational and financial management.
• Demonstrated experience in creating organisational strategies and effectively managing change.
• Exceptional people-management skills as well as leadership experience, with proven ability to inspire, engage and motivate a team.
• A degree in Business, Commerce, Finance or equivalent is highly desirable.
